BRAZIL: Lula calls for reform of global governance

At the summit of the G77 and China in Cuba on 16 September and at the United Nations General Assembly (UNGA) in the US, which began on 19 September, President Luiz Inácio Lula da Silva used his speeches to continue pitching Brazil as a champion of the ‘Global South’. But, despite criticising existing systems of global governance, Lula’s foreign policy doctrine involves pushing for reforms within multilateral institutions such as the UN rather than against them.
