When Paraguay’s President Santiago Peña came to power on 15 August it was widely assumed that the main source of diplomatic tensions would be with the US, which has designated his mentor, and the party president of the ruling Asociación Nacional Republicana-Partido Colorado (ANR-PC), Horacio Cartes (2013-2018), as “significantly corrupt”. Diplomatic tensions have indeed dominated Peña’s first month in office – but not with the US. Rather there has been palpable diplomatic friction with Paraguay’s neighbour, and fellow member state of the Southern Common Market (Mercosur), Argentina.
