Brazil’s AI regulation effort, Bill 2,338/2023, has been working its way through congress. It aims to promote secure systems for the benefit of individuals, democracy and technological development. It says that developers, distributors, and users (which it collectively calls ‘AI agents’) have obligations linked to the risk-classification of the systems they are using. The riskiest systems will be banned completely, with high-risk ones subject to monitoring and extra safeguards. All AI systems must be conducted under conditions of transparency, reliability, safety, and fairness.
