PARAGUAY: Peña prepares to take office

Paraguay’s new congress was installed on 1 July ahead of Santiago Peña assuming the presidency on 15 August. Unlike President Mario Abdo Benítez, who defended his government’s achievements during a virtual address to congress, Peña will enjoy majorities in both the lower chamber and the senate, assuming that the ruling Asociación Nacional Republicana-Partido Colorado (ANR-PC) remains united. Peña has almost completed the task of naming his cabinet, which will include several ministers with close ties to Peña’s mentor, former president Horacio Cartes (2013-18), the party president of the ANR-PC designated by the US for involvement in significant corruption.
