HAITI | Kidnappings down, lynchings up. In the first 10 months of this year there have been in Haiti 66 reported cases of kidnappings, a decline of 75% on the comparable period of 2008. The fall has been most noticeable in the last three months, with reported cases totalling four each in August and September, and six in November. Arrests of suspected kidnappers in January-October totalled 72, down from 327 in the same period of last year.
