Colombia and Ecuador have restored diplomatic relations at chargé
d'affaires level after a 20-month hiatus triggered by the Colombian raid on a
Fuerzas Armadas Revolucionarias de Colombia (Farc) guerrilla camp inside
Ecuador. The binational border commission is back in operation and the embassies
will soon have military attachés. There remain, however, some clouds on the
horizons. The first are Quito's insistence that the South American defence
council look into charges of Colombian spying on Ecuador, Venezuela and
Cuba, and for a strong stance by the South American Union of Nations, Unasur,
