PERU: Government rattled by guerrilla actions

A series of armed actions by Sendero Luminoso guerrillas has overshadowed police and military successes, rattling the government of President Alan Garcí­a. The government is now calling for more funds and tougher legislation for its counter-insurgency effort, which has failed to live up to expectations created by the much-publicised 'all-out' campaign launched in November last year. The campaign had declared its aim to be the 'eradication' of all remaining guerrilla groups.
