NICARAGUA: Ortega swears in new military chief
General Julio César Avilés, Nicaragua's chief of staff and a former
Sandinista guerrilla, this week replaced General Omar Halleslevens as the new
commander of the armed forces. His appointment is in line with seniority and
military procedure and suggests the continued independence of the armed forces
which, unlike in other countries in Central America, remains one of Nicaragua's
most trusted institutions.
