President Evo Morales this week accused the US Central Intelligence
Agency (CIA) of infiltrating Bolivia's state oil company Yacimientos Fiscales
Petrolíferos de Bolivia (YPFB). The US denies the accusations and has questioned
Morales' declared commitment to improve bilateral relations. The opposition
claims Morales is trying to deflect responsibility from the government for the
corruption scandal which recently rocked YPFB [WR-09-05]. Meanwhile the fallout
from the scandal, particularly the role of the former YPFB chief and Morales
ally, Santos Ramírez, continues to prove damaging for the ruling Movimiento al
