“The military will take total control of the Vrae”. That is what Defence Minister Daniel Mora ambitiously announced on 19 September. But his announcement, it seems, could be divisive, and not just for the President Ollanta Humala’s Gana Perú coalition. He was praised by a handful of congressional members who argue that putting the army in charge was necessary to bring the narco-trafficking hotspot to heel. The area around the valley of the Apurímac and Ene rivers (Vrae) were heavily militarised for the most part of Alan García’s government (2006-2010); however, this never led to the area being completely under the authorities’ control. Key questions remain over the length of militarisation, whether a full state of emergency will be called and if rights will be suspended to get the job done.
