President Rafael Correa created a new cabinet post last week which he said
reflected the failure of neoliberal economic policies in Ecuador. Pedro Páez ,
who served as deputy economy and finance minister under Correa (2005-2006) and
was responsible for drafting the reform to the hydrocarbons law, becomes the new
minister for coordinating economic policy. Páez will harmonise the policies of
the economy and finance ministry, the Ecuadorean development bank (Bede),
customs, the national development bank (BNF) the Ecuadorean institute of social
security (IESS), and the financial system regulators. Significantly, the central
