BOLIVIA: Executive decree puts elections back on track
President Eduardo Rodríguez acted as soon as he got the cue from the meeting being held in Santa Cruz: the news that that department would countenance a slight reduction in its demand for additional seats in congress, and that La Paz was willing to take a cut if others did likewise [WR-05-43]. On 1 November he issued a decree imposing a new shareout of seats, which all sides appear to have accepted, in some cases with face-saving expressions of reluctance and reservations.
