ECUADOR: Palacio eases confrontation with congress

President Alfredo Palacio has chosen to ease his confrontation with congress over his plan for a referendum on a constituent assembly, opening up the possibility for the more limited exercise preferred by the legislators to be put to the electorate. He has also signalled his willingness to slow his pace, scheduling the referendum for early next year. Almost inevitably, this has earned him charges of betrayal from the social organisations backing his initial proposal.
