PARAGUAY: Preparing for a new Stroessner presidency

It has not been a good week for President Nicanor Duarte. First, a newspaper report accused him of spying on legislators suspected of opposing his plans to reform the constitution so he may be re-elected. Next, the numbers of followers of jailed former general Lino Oviedo demanding his release swelled to menacing proportions. Finally, the followers of former dictator Alfredo Stroessner unveiled an alliance designed to challenge Duarte for the leadership of the ruling Colorado party, and eventually the presidency.
