GUATEMALA: UN to get free hand in justice system

The outgoing government of President Alfonso Portillo has signed an unprecedented agreement with the UN, which will allow a UN-appointed commission to investigate, arrest, and prosecute those linked to 'illegal and clandestine security organisations' under the Guatemalan justice system. The so-called Comisión de Investigación de Cuerpos Ilegales y Aparatos Clandestinos de Seguridad (Ciciacs) will also prosecute those suspected of human rights violations. The agreement must now pass through congress.
