ECUADOR: Noboa grapples with security crisis

Ecuador’s President Daniel Noboa decreed a new state of emergency on 15 September. It will be in place for 60 days in eight provinces and three cantons (municipalities) in the country, with a curfew imposed in four coastal provinces until the end of September. The Noboa administration’s latest state of exception elicited fierce criticism from the political opposition, not least because it will push close to local elections slated to take place on 29 November. The opposition contends that the restrictions will disrupt and constrain campaigning.
