“A major political act, a moment of hope and progress.” This was the response by Carlos Ruiz-Massieu, the head of the United Nations (UN) Integrated Office in Haiti (Binuh), to a new agreement inked by Prime Minister Alix Didier Fils-Aimé and political parties and other sectors, setting out a framework for establishing stability and organising elections.
