A constitutional ban on foreign military bases was one of the defining legacies of Ecuador’s former president Rafael Correa (2007-2017) and one which continues to generate fierce debate between parties on the left and right. President Daniel Noboa’s centre-right government, which has focused above all else on cracking down on a major crime wave, views the prohibition on foreign bases as a significant handicap in the battle against organised crime. On 3 June Noboa moved one step closer to overturning the ban after the national assembly voted in favour of striking it from the constitution.
