The president of Brazil’s lower chamber of congress, Hugo Motta, reportedly took the government by surprise when he tabled a bill on 25 June to suspend the tax increases recently decreed by the government [WR-25-24]. Federal deputies overwhelmingly voted in favour of rejecting the government’s fiscal measures, and a few hours later the bill advanced to the senate where it was also approved with ease. Congress appears to be flexing its muscles and has backed the executive government into a corner.
