Panama’s President José Raúl Mulino has unveiled his government’s proposed social security system Caja de Seguro Social (CSS) reform package. Addressing the crisis in the CSS (and specifically the problems surrounding the CSS’s disability, old age, and death benefit system [IVM]) [WR-24-37] was a declared priority of the new administration which took office in July. The proposed reform package, however, has not just upset students, social movements, and trade unions but also prompted a response from prominent private sector groups such as Consejo Nacional de la Empresa Privada (Conep) and Cámara de Comercio, Industrias y Agricultura de Panamá (CCIAP).
