Despite the debates and concerns in recent months about the impact of floods in Porto Alegre, capital of Brazil’s southernmost state of Rio Grande do Sul, polls show that the incumbent mayor, Sebastião Melo, of the centre-right Movimento Democrático Brasileiro (MDB), is the favourite to win the second round of the city’s mayoral election on 27 October. During the worst of the flooding which devastated the city in May, Melo faced public criticism.
