Colombia’s government announced this week that it will begin peace negotiations with Segunda Marquetalia, a dissident group from the demobilised Fuerzas Armadas Revolucionarias de Colombia (Farc) guerrillas. On paper this might look like a boost for President Gustavo Petro’s overarching objective of ‘total peace’ but legal uncertainty surrounds the talks.
