HONDURAS: Questioning the impact of Castro’s state of exception

In early January Honduras’s security minister, Gustavo Sánchez, boasted that there were 631 fewer homicides in 2023 compared with 2022, to total 3,030. This gives a rate of 31.09 per 100,000 inhabitants, down from 38.14 per 100,000 in 2022. The leftist Partido Libertad y Refundación (Libre) government led by President Xiomara Castro has seized on this as a sign of success regarding its security policy which has included implementing a state of exception since late 2022 [SSR-23-01], involving a partial suspension of constitutional rights and a military deployment. However, two new reports by a US-based non-profit and a local NGO question these claims of success.
