SURINAME: Bouterse loses appeal – but remains free
Suriname’s former president Desi Bouterse has lost an appeal against a 20-year prison sentence for ordering the killings of 15 political opponents in 1982 when he was army commander and de facto president. On 20 December the High Court of Justice confirmed the conviction of Bouterse four years earlier near the end of his second term as an elected president (2010-2020). Bouterse remained free during the long appeals process, which began in January 2020. He is still free now. As it is three weeks since his conviction was upheld, speculation is rife that politics could yet trump justice. The public prosecution service finally ordered on 10 January that Bouterse report to the institution to serve his sentence, but his lawyers are still calling for a stay of execution.
