CHILE: Boric seeks consensus after constitution falls flat

Chilean voters have once again rejected a new constitution in a national referendum. If the rejection of the draft constitution put to the public in a referendum in September 2022 constituted a significant setback for President Gabriel Boric, the rejection of the draft constitution on 17 December 2023 was a setback for the right-wing opposition. The first, crafted by a left-wing majority, was widely viewed as too radical; the second, by a right-wing majority, too reactionary. Both elevated ideological conviction over the pragmatic compromise that the majority of Chileans appear to favour. With the right chastened, the Boric administration adjudged that the time was ripe to push for a political accord over key bills mired in congress, notably pension reform.
