Uruguay’s interior minister, Luis Alberto Heber, did not mince his words this week when an imprisoned drug trafficker transferred to house arrest for purported ill health successfully made a run for it. Heber accused the justice system of undoing all the hard work of the police and public prosecutors by neglecting to consult the medical records of inmates adequately.
