PARAGUAY: How important is the Cartes connection?

When he was sworn in on 15 August as Paraguay’s new president, Santiago Peña had kind words to say for his mentor and political ally, former president Horacio Cartes (2013-2018). Peña’s close ties with Cartes are a vexed issue for bilateral relations with the US, since the US State Department considers Cartes to be “significantly corrupt”, with the former president’s influence over government policy likely to be closely scrutinised.
