Before this week, leaders from the eight member states of the Amazon Cooperation Treaty Organisation (OTCA) had gathered only three times – in 1989, 1992 and 2009. Brazil’s President Luiz Inácio Lula da Silva has sought to revive regional integration efforts and international environmental conservation initiatives through OTCA, hosting the fourth leaders’ summit in the northern city of Belém, capital of Pará state, from 8-9 August. Representatives from the OTCA countries signed the ‘Belém Declaration’, a 113-point list of promises and good intentions, which some environmental groups have criticised for its lack of concrete goals and deadlines.
