EU-Mercosur deadlock dominates Celac summit

Eight years have elapsed since the last summit between the European Union (EU) and the Community of Latin American and Caribbean States (Celac), envisaged as a biennial event. It is a sign of just how long the EU and the Southern Common Market (Mercosur) have been struggling to conclude a free trade agreement (FTA) that when heads of state from both regions gathered in Brussels on 17-18 July it was still one of the main concerns looming over the summit.
