Mexico’s supreme court (SCJN) has struck down President Andrés Manuel López Obrador’s ‘Plan B’ electoral reform – one of his most significant reform initiatives – in its entirety. In a ruling issued on 22 June, the SCJN invalidated the second of the two executive decrees that made up the reform, following a similar invalidation of the first decree in May [WR-23-19]. The ruling will force López Obrador to turn to yet another method of enacting an overhaul of the electoral system, following two failed attempts via a constitutional reform (Plan A) and legal reforms (Plan B).
