HONDURAS: Ramping up mano dura
Honduras’s leftist Partido Libertad y Refundación (Libre) government led by President Xiomara Castro has announced a six-month extension to the state of emergency implemented late last year aimed at cracking down on gangs [WR-12-50]. Days later, following riots in four prisons, which left one inmate dead and a dozen injured, Castro pledged a ‘mano dura’ (iron fist) intervention in the penitentiary system. The Honduran government has yet to face the allegations of mass human rights violations taking place in El Salvador under the state of emergency there. However, its extension of the state of emergency and increasing use of the military in citizen security has prompted familiar concerns from rights groups who warn that it signals a reversal of Castro’s campaign pledge to demilitarise citizen security.
