Petro’s reform agenda encounters difficulties

The Colombian government suffered a notable reverse on 23 March when President Gustavo Petro announced that he was withdrawing a planned political reform bill, because it had been altered beyond recognition in congress. Petro said the reform no longer fulfilled its purpose of strengthening democracy, with the removal of two key elements that would have introduced gender equality, by means of closed party lists in elections to ensure a 50-50 representation of men and women, and state-funding of election campaigns in order to tackle large-scale electoral corruption. Petro bemoaned the fact that “there are no progressive elements left in the reform”.
