MEXICO: López Obrador shields foreign critics
Mexico’s President Andrés Manuel López Obrador sent a new constitutional reform initiative to the lower chamber of deputies on 8 March. The initiative looks to modify an article of the constitution that allows the government to expel foreigners from the country for interfering in political affairs, and instead only permit expulsion in cases of national security threats. It may seem strange that López Obrador, a frequent critic of foreign intervention, would seek such a reform. However, there is a political rivalry at the heart of this proposal.
