Congress fiddles while Peru burns

The clock is rapidly ticking down on the possibility of presidential and congressional elections being brought forward to 2023. In the space of the last week legislators have rejected four separate initiatives that would have brought forward elections, not constitutionally due until 2026, to this year in response to widespread protests that have led to as many as 69 fatalities, the majority as a result of clashes between protesters and security forces. The continued unrest prompted the government led by President Dina Boluarte to extend a state of emergency to a further three regions in the country this week.
