Peru: On 30 January, members of the US House of Representatives from the Democratic party published an open letter to US President Joe Biden expressing alarm about human rights violations committed by Peruvian state security forces in responding to the recent protests against the government led by President Dina Boluarte which has resulted in “at least 47 civilian deaths and hundreds of injuries”. The letter calls on the US government to “temporarily halt all Title 10 and Title 22 security assistance funding from the US to the government of Peru”, until the Biden administration can confirm the “pattern of repression” has ended. The letter also calls for the US government to “condemn these human rights violations and to call for an end to this excessive use of violence as well as justice and accountability for the victims”. The letter expressed particular concern about a meeting which took place on 23 January between the US ambassador to Peru, Lisa Kenna, and Peru’s defence minister, Jorge Chávez, and the 5 January announcement of US$8m in further US funding for CORAH, a Peruvian government coca eradication programme which it says includes funding for “forces involved in the egregious human rights violations that are currently taking place”.
