A major breakout from a state prison in Ciudad Juárez, Chihuahua state, on 1 January was due to “a system of corruption”, according to the then-Chihuahua state attorney general (AG) Roberto Fierro Duarte. The incident was shocking in its level of violence, with 19 people killed in the breakout and its aftermath.
