Last week the US State Department released an updated version of the so-called ‘Engel List’, which, first issued a year ago, featured Central Americans accused of corruption, obstructing investigations into corruption, or undermining democratic process. The list is in line with the US administration’s emphasis on tackling corruption as part of its US$4bn comprehensive development plan for Central America to address the root causes of migration. US relations with Honduras’s neighbours are already at a low point.
