Paraguay’s President Mario Abdo Benítez promulgated the World Health Organization (WHO) Protocol to Eliminate Illicit Trade in Tobacco on 18 July in a setback for his chief rival within the ruling Asociación Nacional Republicana-Partido Colorado (ANR-PC), former president Horacio Cartes (2013-2018).
