URUGUAY: Lacalle Pou upbeat ahead of referendum
Uruguay’s President Luis Alberto Lacalle Pou delivered his state-of-the-nation address to congress on 2 March to mark the completion of his second year in office. There was more than a hint of electoral politics in Lacalle Pou’s address; in a little over three weeks, on 27 March, a significant part of his flagship Ley de Urgente Consideración (LUC), an omnibus package of laws, will go to a referendum [WR-22-05], the outcome of which will be seen as a verdict on his government’s performance.
