In brief: Mexico’s vehicle rules of origin dispute continues with the US
* The Mexican government has formally requested the establishment of a panel to resolve the differences of interpretation with the US over rules of origin requirements for the automotive industry under the US-Mexico-Canada Agreement (USMCA) on regional trade. The request follows a period of consultation between the two countries and Canada on the issue, which the Mexican authorities say has not been resolved. Mexico’s concerns centre on what it sees as an overly strict interpretation of the USMCA’s rules of origin requirements by the US, under which 75% of a vehicle’s content and 75% of its “core parts” must be of North American origin in order for it to be sold in North America duty free. Mexico argues that the USMCA allows for more flexible calculation methodologies for reaching the 75% value. Once this request has been submitted, the members of the panel will be appointed, and its decision announced in the course of 2022.
