HAITI: OAS mission visits as electoral uncertainty intensifies

A mission from the Organization of American States (OAS) last week arrived in Haiti’s capital Port-au-Prince for a three-day visit, the purpose of which was to facilitate a dialogue that would “lead to free and fair elections”. The mission arrived the day after the government led by President Jovenel Moïse confirmed that, due to the ongoing surge in coronavirus (Covid-19) cases, which prompted the recent declaration of a “health emergency” [WR-21-22], it was postponing the contentious referendum on a new constitution, scheduled for 27 June, ahead of the 19 September first round of legislative and presidential elections. The move has raised questions over the general elections (which the foreign community continues to back as a way out of the political crisis), given Moïse previously conditioned these on the referendum taking place.
