Haiti’s President Jovenel Moïse last week named Foreign Minister Claude Joseph as his sixth prime minister since taking office in February 2017 after Joseph Jouthe resigned, just over a year into the post. Jouthe gave no official reason for his decision but it has been widely linked to the escalating security crisis which has seen a 200% rise in kidnappings over the past year, a high-profile prison break, and police dissent [WR-21-13]. The changes at the top occur amid the political crisis stemming from the dispute over Moïse’s term limits which the opposition maintains expired in February.
