President Luis Arce presided over his first ‘day of the plurinational state’ on 22 January. It was a quiet affair without the usual festivities associated with it since being declared a national holiday in 2010 by then-president Evo Morales (2006-2019) as there has been a surge in coronavirus (Covid-19) cases in Bolivia. Morales himself did not participate as he was convalescing in a private clinic after contracting Covid-19, while Arce devoted much of his speech to defending his government’s response to the pandemic on the health and economic fronts.
