Throughout his 27 years as a federal deputy in congress, Bolsonaro was a marginal, idiosyncratic figure. He picked many similarly fringe personalities to fill his cabinet; a mixture of military men, technocrats and ideologues, some inexperienced in the areas they were appointed to oversee, almost all new to the politics game. This resulted in a chaotic, quarrelsome start for the new government. Different groups vied for influence in the president’s agenda, and sometimes within ministries, exacerbating the uncertainty and conflict surrounding the executive’s unclear plan of government.
