As well as heading a largely inexperienced cabinet and involving his sons in state affairs, Bolsonaro has worked on altering the executive’s relationship with congress. Brazilian heads of state have traditionally governed through a ‘coalition presidency’, forging alliances at congressional level with loosely aligned parties. A combination of lack of experience and of a desire to do things differently means that Bolsonaro’s government has disdained to do this and does not have a guaranteed support base in congress.
