President Alan García reaped rich rewards with this approach in the last
presidential election campaign, and former president Alejandro Toledo has
adopted the same tactic to good effect this time around. The latest survey ahead
of elections on 10 April showed Toledo surging clear and establishing a 10-point
lead over his nearest challengers, Luis Castañeda, the former mayor of Lima, and
Keiko Fujimori, the daughter of former president Alberto Fujimori. It is
important to note, however, that the others really have not cranked up their
campaigns yet, and Toledo might be peaking too early: half of those backing him
