Paraguay's cabinet chief, Miguel López Perito, announced the creation
of a new political party last week to try to increase support for President
Fernando Lugo, and to compete in November's municipal elections. The party is
called Movimiento 20 de Abril, the date on which Lugo won the presidential
elections in 2008. Its creation looks like a bid to create a support movement
for Lugo which is not dependent on his largest but least reliable coalition
partner, the Partido Liberal Radical Auténtico (PLRA). López Perito could also
be seeking to boost Lugo's support just as congress returns from recess when, he
