MEXICO: Intimidation and assassination stalk Chihuahua

The authorities' inability to curb the violence in the big border state of Chihuahua has become horribly apparent in the past week. The federal government tried to assert itself in the state on 25 February by sending the security cabinet to meet in the most violence-ridden city, Ciudad Juárez, but the move was an empty gesture. The most telling event of the past week was the resignation of Roberto Orduña Cruz, the police chief in Ciudad Juárez, on 20 February.
