Silala: a potentially explosive dispute

The Silala river dispute, another consequence of the War of the Pacific, may not be in the same league as Bolivia’s bid for sovereign access to the sea, but the manner in which it is being handled by Bolivia makes it potentially the most dangerous. It is a dispute over a transborder course of water which Bolivia now seems determined to settle by cutting off the flow into Chile.
