Indians up in arms against criminals

Indian communities in several states who feel neglected by the anticrime drives of the federal and state governments have been reviving communal police forces, taking up arms and establishing controls that have led to the capture of suspected gangsters who had been preying on them. In some cases the authorities have been considering the legalisation of these forces; in almost all, security policies are being adapted to deal with the situations brought to public attention by the communities.
